Turn on headlights, MMDA advises
Metropolitan Manila Development Authority (MMDA) Chairman Francis Tolentino has advised motorists to turn on their headlights when driving.
Tolentino made the advise after more than 160 motorists were apprehended for reckless driving, which carries a fine of P1,200, as provided under DoTC-Center for Transport and Traffic Management (CTTM) Memorandum Circular (MC) No. 26, Series of 1998, and Republic Act 4136 or the Land Transportation Code of the Philippines.
CTTM is the former name of the Traffic Discipline Office (TDO), the traffic management arm of the MMDA.
“Night driving without headlights is dangerous. We have to remind the public that it is prohibited under the law, for everybody’s safety,” Tolentino said.
Last Wednesday night, Tolentino ordered the re-intensified implementation of MC No. 26 after observing that many motorists are driving along major thoroughfares at nighttime without their headlights on.
A total of 163 motorists, mostly taxi drivers, were apprehended by TDO traffic enforcers along EDSA, Commonwealth Avenue, Nagtahan, Aurora Boulevard, Marcos Highway, C-5 Road and Ortigas Avenue.
Tolentino said a considerable number of apprehended vehicles were also found to have defective headlights.
“No headlights at night constitute reckless driving,” said the MMDA chief, adding that the erring motorists may also face revocation of their driving licenses.
Tolentino said studies prove that driving without headlights is a major cause of vehicular collisions, especially at nighttime.
In some states in the US, there are even laws requiring car manufacturers to install daytime running lights (DRLs) on their vehicles.
Daytime running lights (DRLs) are headlights that are lit whenever a vehicle is running. A low-cost method to reduce crashes, they are especially effective in preventing daytime head-on and front-corner collisions by making it easier to see vehicles, particularly as they approach from far away.
